France and Uzbekistan share strong bonds of friendship and mutual respect. France was among the first countries to recognize Uzbekistan’s independence and sovereignty, and over the past 30 years, their bilateral cooperation has evolved into a strategic partnership.
During the official visit of the President of Uzbekistan, Shavkat Mirziyoyev, to Paris (March 11–13, 2025), negotiations were held with the President of France, Emmanuel Macron. As a result, a Joint Declaration on Strategic Partnership was signed, along with several agreements in the fields of economy, culture, and education. Special emphasis was placed on strengthening educational cooperation to train highly qualified technologists and engineers.
SIUT Rector, Professor Yusuf Abdullaev, actively participated in the discussions on expanding educational collaboration between the two countries. During negotiations in Nice with the Head of the International Organization of La Francophonie (OIF), Mr. Yann Librati, agreements were reached to establish the French Higher School of Engineering at SIUT. The institute is set to commence operations in September 2025.
The new engineering institute within SIUT will be launched in partnership with leading French universities and educational institutions. The curriculum will cover key fields such as Mining, Geology, Petroleum, and Chemical Engineering.
The establishment of this institute marks a significant step forward in developing an advanced engineering education system in Uzbekistan. By integrating international standards and modern teaching methodologies, the project will help train highly skilled professionals in demand both locally and globally. Additionally, as part of the agreement, French language courses will be introduced into the educational process of the new institute.

(USA) – a global logistics company supporting the International Logistics Program at SIUT; Chinese Institute of Electric Power (CIEP) – a collaborative program with China’s leading technical universities; Korean Institute of Technology and Culture (KITC) – a joint initiative with Korean universities in the fields of technology and culture; and Indian universities specializing in IT and Artificial Intelligence.

Under this agreement, SIUT engineering students have access to internships, seminars, and training programs, strengthening the university’s dual education model, which bridges theory and practice.
The launching of first-ever Uzbek-French engineering institution within SIUT is not only a milestone in scientific and educational collaboration between the two countries but also a significant opportunity for students seeking an internationally recognized engineering education.
